Drug Policy in Colombia

Since its inception in 2000, the U.S. has invested heavily in ‘Plan Colombia,’ which envisioned reducing drug production in Colombia. The U.S. has supported a sustained aerial fumigation program in Colombia to eradicate coca production.  WOLA considers Plan Colombia’s drug eradication program a failure as more coca is under cultivation in Colombia than it was in 2000, and supports more effective counter drug strategies such as treatment on demand in the United States and comprehensive rural development in Colombia.
