Discussion on Bolivia's Hydrocarbon and Economic Reforms: Achievements and Challenges ...October 17, 2007The GW Latin American and Hemispheric Studies Program, the Center for Latin American Issues, and the Washington Office on Latin America are pleased to invite you to a seminar Bolivia’s Hydrocarbon and Economic Reforms: Achievements and Challenges with Carlos Villegas Quiroga, Minister of Hydrocarbons, Bolivia and an introduction by Mario Gustavo Guzmán, Ambassador of Bolivia to the United States on Thursday, October 18 12:15 – 1:45 pm Duques Hall 2201 G St., NW, Suite 451 (entrance between G and H St. on 22nd St.) In December 2005, Aymara indigenous president Evo Morales was swept into office with an electoral mandate to radically reform hydrocarbon policy in order to distribute economic development benefits more widely in South America’s poorest nation. Carlos Villegas, Minister of Hydrocarbons, has played a key role in moving these reforms forward and in enacting macroeconomic changes for the country. His presentation will highlight these achievements to date in Bolivia, the overall economic situation, and the present and future challenges in enabling one of the hemisphere’s largest gas reserves to be used for the well-being of the majority of the population, including some of Latin America’s poorest people. Bolivian Ambassador Mario Gustavo Gusmán will provide introductory comments on the U.S.-Bolivian bilateral relationship, with special reference to hydrocarbon policy.
