In this analysis, WOLA Senior Fellow Coletta A. Youngers offers an overview of the latest meeting the CICAD, the drug control arm of the Organization of American States. Youngers notes that, unlike in past CICAD meetings, there was evidence of a “slow evelution” toward drug policy reform. The most dramatic depature came from Deputy U.S. Attorney General James Cole, who “talked about how harsh sentencing laws have let to an unacceptable number of low-level drug offenders behind bars.”
