Has Bolivia’s coca-growing scheme worked?

On January 3, WOLA’s John Walsh appeared on Al Jazeera’s “Inside Story” to discuss Bolivia’s drug control accomplishments and challenges. The segment also features Kathryn Ledebur of the Andean Information Network (AIN), Sanho Tree of the Institute for Policy Studies (IPS), and Eric Farnsworth of the Council of the Americas (COA). The discussion highlights Bolivia’s innovative “social control” model, which recognizes the legitimate uses of coca and provides farmers with the security needed to diversify their livelihood strategies. According to UN estimates, the land devoted to coca cultivation in Bolivia decreased by 12 percent in 2011, and was at its lowest level since 2005.
