Law 70, Protecting Afro-Colombian Rights (English Translation)

Law 70 (Law of the Blacks/Ley de Negritudes) was signed in 1993 by the then President César Gaviria Trujillo.  The law officially recognized Afro-Colombians as a distinct ethnicity and provided a legal foundation for the defense of Afro-Colombian territorial rights.
