The letter outlines how widespread subcontracting has curbed Colombians' abilities to organize to demand fair wages, basic job protections, and pension and health benefits.
The change from the CTA to the SAS model of subcontracting, Ellison goes on to explain, has failed to ensure greater worker protections. Instead, workers continue to be routinely denied their right to free association.
