WOLA Memo: Immigration Reform and Youth Gangs don’t mix

The Comprehensive Immigration Reform Act of 2006 contained provisions to address the problem of youth gangs using immigration enforcement mechanisms such as increased border security. In response, this WOLA memo outlines concerns with such a strategy and suggests domestic law enforcement and violence reduction strategies as more appropriate policy responses.
