In 2000, Rachel Neild prepared a report on the Public Security Reform undertaken in countries like Haiti, El Salvador, and Guatemala. The report provided an account of the desirable reform, based on an active involvement of civil society, and compared it to the actual reforms undertaken in these countries. This showed that there were still many things to work on in order to reach a conscious and developed police force. The report was divided into seven different topics.
