WOLA supports comprehensive responses to youth and gang violence that prioritize prevention and rehabilitation efforts. We oppose centralized and repressive “mano dura” policies, which tend to undercut human rights and due process. We encourage governments and donors to set a balanced policy framework and to support local leadership by committing resources for community and municipal- based violence prevention initiatives.
