Cuba is grappling with an unprecedented political, social, and economic crisis, which has led to a significant closure of civic space and record levels of emigration. Despite these urgent challenges, U.S. policy toward Cuba remains anchored in an outdated strategy centered around the economic embargo. Fundamental human rights—such as the rights to peaceful protest, freedom of expression, and due process—are routinely restricted in Cuba. Critical issues including the release of political prisoners, the easing of U.S. sanctions, and meaningful U.S.-Cuba engagement on human rights remain unresolved. WOLA has played an important role in facilitating dialogue between experts and civil society groups, both on and off the island, providing fact-based analysis and advocating for much-needed policy changes in the U.S.
