In 2001, Lilah Rosenblum wrote an report on the ongoing debate about U.S. foreign policy toward Cuba.  Rosenblum provided some factual information proving that the U.S. policy toward Cuba is inefficient, ineffective, and harmful.  In addition, she provided an account of the arguments that support a change in U.S. foreign policy in Cuba.
