Corruption, collusion between state and non-state criminal actors, and overwhelming impunity create an enabling environment for violence and insecurity in Mexico, where over nine out of every ten crimes committed against the population go unpunished. The failure to effectively investigate crimes perpetuates serious human rights violations, among other forms of violence. WOLA studies relevant Mexican institutions’ actions and results, and seeks reforms to improve access to justice, reduce corruption, and protect human rights.
