The Obama Administration’s drug control policy on auto-pilot

Despite a welcomed change in rhetoric, the Obama administration has been unable to make significant changes in failing domestic and international drug control policies. In "The Obama Administration's drug control policy on auto-pilot," WOLA Senior Fellow Coletta Youngers asserts that only high-level and committed leadership can alter the seemingly intransigent "drug war" bureaucracy. This briefing paper for the International Drug Policy Consortium (IDPC) provides an overview of the Obama administration's drug control policy and concrete recommendations for the Obama administration on how to "start down the path toward the development and implementation of more humane and more effective drug control strategies."
